Circular

The Royal Audit Authority is pleased to inform that as per the consensus reached on the issue of revision and improvement of the Audit Clearance Certificate during the consultation session held at the Royal Banquet Hall on 9th May 2000, the form and the procedure accordingly revised is hereby issued as in Annexure.

The new Form was revised with a view to,

  • Make it more convenient to all public servants in obtaining the Audit Clearance Certificate;

  • Enhance accountability in the public service and fix responsibility on the Head of the Organization; and 

  • Enhance morale and motivation of the Public Servants.

In the interest of promotion of efficiency and to reduce paperwork, all concerned organization are requested to apply for Audit Clearances only for those officials, whom in accordance with the assessment of the Head of Office had fulfilled all other criteria and merit a promotion or training or severance from service is decided.

The Royal Audit Authority under normal circumstances will issue Clearance within two days of receipt of the application and it shall be valid for a period of 6 months.

With effect from 1st September 2000, the old Audit Clearance Form is considered withdrawn.

All Heads of Ministries and Organisations of the Royal Government of Bhutan.

I have the honour to notify all authorities and offices that as per the directives of the Royal Government of Bhutan, I, Kunzang Wangdi, have taken charge of the duties and responsibilities of the Auditor General of Bhutan with effect from the 4th January 2000 coinciding with 27th of the Eleventh Month of the Earth Hare Year.
