Auditting is a must and necessary to make the best use of Government
funds. Persulity on the audtting is a threat and a big worry (burden),
especially for the lower grade officials and poorer section of
workers. What I mean to quate here is, before anything is reflected as
audit memo and in record, please give chance for anyone to explain and
judge his/her explanation and give justice. Like me may be a lot of
lower grade officials must be facing so much problem in obtaning Audit
Clearance Certificate, without no solution in justifying the true
statements. We are all working to make stronger individual to work
more sincerly, Loyally and harder worker and to be a happy and
satifying life, not to make people frustrated without no real reason.
Once again I request all to give justice to all. I am not complaning,
blaming anybody but putting this statement with the hope it is done
equally same to yourself and to all, SORRY Nd THANKX.

Dear Passang Thinley,
Thanks for your concern. Like you, RAA equally
believes in equity and fair treatment of all civil servants on matters
relating to audit observations raised. Actually there is already a
system in place but RAA failed to understand why you were not given
the opportunity to justify. After auditing is completed, RAA gives an
audittee agency two weeks to respond on the audit memos raised before
incorporating in the audit inspection report. Further, an audit exit
conference is organised after two weeks to give benefit of doubt to
all affected civil servants. The RAA would advice you to consult your
head of agency why you were deprived of such opportunity.
