News:  Year 2006: April-June

Training on Audit of Public Utilities

June 8, 2006: As per the Memorandum of Understanding (MOU) signed between the Royal Audit Authority and the Office of the Comptroller and Auditor General of India (C&AG), every year two senior officials from the office of the C&AG, India conducts training for the auditors in RAA on the topic chosen by RAA. The Sixth Indo-Bhutan Audit training will be on "Audit of Public Utilities" and will commence from 19th June 2006 for duration of five days. Mr. Ashwini Attri, Accountant General, Haryana and Mr. A.K. Mishra, Senior Deputy Accountant General, Meghalaya will impart training on "Audit of Public Utilities" for the Auditors, RAA. 

Audit of Public Utilities includes auditing those services that cater to the basic day to day needs of the public, managed by government either directly or indirectly or through autonomous bodies, specialized authorities etc. Water and electricity supply, sewerage and drainage facility, health services, urban development are few examples of public Utilities that help to change quality of life of the people. It is important to stress such audit to assess the efficiency and effectiveness of public spending.  

Audit on housing, Transport services, water supply and sewerage utilities, power utilities, receipt audit of Radio and television companies, posts and telegraphs accompanied with case studies are the topic that will be covered during the five day training. 

Training on IT Audit, Performance Audit, workshop on significant observation and workshop on Drafting of various audit manuals will also be conducted as part of the In-house training programme 2006 within June and July 2006.

Briefed on the Court Procedures 

June 1, 2006: His Lordship, the Chief Justice of Bhutan, Lyonpo Sonam Tobgay briefed more than forty-three officials from the Royal Audit Authority, Office of the Legal Affairs, Royal Bhutan Police, and the Anti-Corruption Commission on Court Procedures on 30th May 2006, at the RAA Conference Hall. The briefing was focused on the Court Procedures specially relating to prosecution. The Drangpons of the High Court, Auditor General of Bhutan, and the Chairperson including Commissioners from the Anti-Corruption Commission also attended the briefing. The briefing was followed by question and answer session.

RAA participates in the 15th Meeting of the INTOSAI Standing Committee on the IT Audit in Brasilia

May 12, 2006: A two member delegation led by Khandu, Asstt. Auditor General, from the Royal Audit Authority left today to participate in the 15th Meeting of the INTOSAI (International Organization of Supreme Audit Institutions) Standing Committee on IT Audit. The meeting will be held in Brasilia from 17-19 May 2006.

The meeting will discuss the progress of ongoing projects such as intoIT, Committee Website, Measures taken to counter fraud in IT Environment, Cross organizational country systems, INTOSAI Audit courseware, Reference List of material on Performance Audit, Projects on Auditing e-government and updating the guidelines on Auditing IT Service Management. The meeting will also share thoughts on new initiatives to be undertaken by the committee.

The delegates from the Royal Audit Authority will present a paper on Audit Information Management System (AIMS). It is a comprehensive system for maintaining and administering audit reports. It is used to generate information on organizations or individuals and also used for generating Audit Clearance for various purposes such as for training, promotion, retirement, and contract extensions for all civil servants.

The 14th Meeting of INTOSAI Standing Committee on IT Audit was held at Paro, Bhutan in April 2005.

Training on "Fraud Examination Techniques " in the Philippines

May 5, 2006: Tashi Tobgay, Assistant Chief Auditor and Sigey Dorji, Sr. Auditor from the Royal Audit Authority left for Manila, Phillipines today to attend training on "Fraud Examination Techniques" from 8-26 May, 2006.

Understanding managerial tools and techniques, fraud detection and prevention techniques, effective communication skills are some of the contents of the training course.

RAA hosts ASOSAI Training Specialist/Instructors meeting

February 21, 2006: The Royal Audit Authority will host the ASOSAI (Asian Organization of Supreme Audit Institutions) Instructors Team Meeting in Thimphu from 1st–14th May 2006. A representative from INTOSAI (International Organization of Supreme Audit Institutions) Development Initiatives (IDI), and ASOSAI Training Administrator (Board of Audit Japan) including six instructors from various countries and one Subject Matter Expert will be attending the meeting. Mr. Tashi, the ASOSAI Training Specialist from the RAA will be part of the six-member instructors team designing the course.

As approved during the 35th ASOSAI Governing Board meeting held in Kunming, China 2006, six instructors from various ASOSAI member countries including the Royal Audit Authority along with one Subject Matter Expert will develop the course on 'Procurement Audit'. The same course will be delivered in Indonesia from 7th –18th August 2006 to the member countries of the ASOSAI.

The meeting will be funded by the ASOSAI/IDI.

Introducing IT Audit in Bhutan

April 7, 2006: With the completion of the IT Audit training in January 2006, the RAA is preparing to start IT Audit in Bhutan. As a first step in this direction, the RAA has formed a core group comprising of one Assistant Chief Auditor, one System Analyst and a Programmer.

At the moment the core group members are auditing the RAA Website. After the completion of this audit, they will be conducting IT Audit of some of selected government agencies.

Two officers from the RAA are also undergoing two months attachment course with the office of the Comptroller and Auditor General of India. They are attached with team auditing the computerized IT Billing System in Kerala State Electricity Board.
