RAA Office Orders - Year 2002

Office Order 

The Royal Government is pleased to establish the Office of the Assistant Auditor General, Bumthang with objectives to: 

  1. Ensure successful implementation of the 9th Plan and Geog Plans;

  2. Decongest the head quarter ad ease the demand on housing and other social         infrastructure on the capital community;

  3. Facilitate the monitoring responsibilities of the Geog Based development Plans in the 9th  Five Year Plans;

  4. Promote the national objective of the balanced regional development;

  5. Cut down on travel budget and save travel time of the auditors;

  6. Bring auditors closer to the auditees and improve efficiency in coverage; and

  7. Facilitate in feasibility of conducting audits annually of auditees.

The office will be inaugurated on 11th November 2002 coinciding with celebration of the 47th Birth Anniversary of the Drugyal Zhipa, His Majesty Jigme Singye Wangchuck, the King of Bhutan. 

The Office shall be responsible to audit and report on all public works to be carried out in the following dzongkhags: 

1.
Bumthang;
2.
Trongsa;
3.
Zhemgang;
4.
Mongar; and
5.
Lhuntse. 

The following auditors shall work in the Office of the Assistant Auditor General, Bumthang on transfer:

Office order   

Job Description of PPD 

The PPD shall be resposible to: 

1.       Assist the Auditor I the formulation of poolicies, legislation, standards and rules;

2.       Publish andprepare the Annual Audit Report of the RAA well in time for approval by the Annual Audit Conference;

3.       Publish the Annual Audit Plan of RAA well in time for approval by the Annual Audit Conference;

4.       Coordinate the development of ICT programme and Research activities;

5.       Documentation and safe custody of important file s and records of the Royal Audit Conference;

6.       Draft Circulars, Keynote address/ Speech of the Auditor General;

7.       Keep notes on the important appointments/ meetings of the Auditor General;

8.       Draft General correspondence and other write-ups of the Auditor General;

9.       Coordinate with appropriate divisions, department and agencies in making arrangements on the Auditor General’s itinerary;

10.     Maintain a data base of monthly reports on Audit Recoveries Account, Audit Clearance, Dispatch of Inspection Reports and Quarterly Progress Report on Audit Plan;

11.     Coordinate, organize PPPCCM every last Friday of the month and draft Agenda and Minutes of the Meeting;

12.     Follow up of the PPPCCM decisions and coordinate and report on the follow up;

13.     Work on improvement of systems and management in the  RAA in close consultation with AFD or others; and

14.     Be responsible for any other assignments as desired by the Auditor General. 

All divisions chiefs shall render full cooperation in PPD carrying out its role effectively.
