1.
At this exciting moment
of history in
Bhutan
, when we are writing the constitution, drafting the AG’s Act,
formulating the 9th Plan to attend to the vision 2020 etc.
etc, I am extremely elated and honoured to have the gracious presence of
everyone at this inaugural ceremony of the training on “Public Works
and Technical Auditing”. We all know that the theme of the 9th
Plan is infrastructure and social services.

I on behalf of the Royal
Audit Authority and on my own behalf extend our hearty and sincere
welcome to all present here and in particular C&AG and Secretary
General of ASOSAI, H.E. V.K. Shunglu and his delegation.

We are also very
thankful to the Supreme Audit Institute of India for having nominated
Mr. Nand Lal, Accountant General (
Punjab
) and Mr. Pramod Kumar, Sr. Deputy Accountant General (Rajasthan),
Auditor General’s Office as the resource persons for the training. The
high level of resource persons deputed speaks for itself the importance
the C&AG attaches to this course. This training programme would
definitely help in improving and upgrading the professional skills and
knowledge of our auditors, given the wide experiences of the resource
persons. They came with experiences of auditors who had passed the test
to work without fear or favour and dared to fight with fire. We auditors
must be inspired by their example.

RAA recognizes training
of its officials as an integral and continuous part of the capacity
building and institutional strengthening in a rapidly changing world. As
an ongoing process, the RAA has conducted a series of in-house
training’s with resource persons from within the country and outside.
One significant programme was the workshop on Internal Control conducted
by Dr. A.K Banerjee, Accountant General as resource person from the
office of C&AG in 1998.

With the MOU that was
signed a while ago, the Indian ink yet to dry on Bhutan, this second
course will be the harbinger for many in-house training to be conducted
by the RAA with assistance and support from C&AG’s office every
year.
6.
I hope this training
program will cover irrigation, housing construction, hydro-projects,
roads & bridges, which constitutes public works among other
important fields and it also cover the recent methods and technologies
that are essential for effective auditing.
7.
The Public Works by
nature are those that have utilities over the years. Any minor weakness
can affect their sustainability.
8.
Therefore, the visual
checks and tests alone are not good enough. Above all we must ensure
that works are in every respect built and managed the way it ought to
be. We feel auditors have a big role to play and a great moral
obligation to fulfill as much as the designers and builders should. Thus
it is timely that the Technical Auditing makes in roads into auditing in
Bhutan
.

I urge all the auditors,
internal auditors and other participants to take full advantage of the
wisdom and knowledge that you are privilege to receive from the highly
qualified and experienced senior resource persons of this training who
are auditors by profession and trainers by mission.
10.
I hope you all will
learn skills and will make efforts to apply in your daily works as well.

We
once again express our gratitude to His Excellency, the Comptroller and
Auditor General of
India
, for consenting to grace the inaugural ceremony despite Your
Excellency’s heavy
schedule back home.
12.
We
shall jointly keep the PROMISE we made to take auditing in two SAI’s
miles and miles into the future in pursuit
of Better Governance and bringing in added dimension and colour to the
time tested Indo- Bhutan Friendship.
